Captain Sircut didn't get promoted to captain for leadership quality. Instead he was promoted for his power. At Over 1000 watts, Sircut may be the most charged lightning person ever. Whenever he would walk by, elctronics would short-curcuit. On a few occasions, city-wide blackouts were caused by him. Thus, he must wear a electrical helmet. Even with the helmet, electronics can be effected if Shord feels any strong emotions. Shord lost his left hand in battle. He replaced it with an electronic prosthetic hand.

Born in the middle of a thunderstorm, Oulette was destined, according t lightning-lore, for a violent life. Ironically, she became a peacekeeping lightning guard. She is Captain Sircut's right hand, often keeping him in check so his lightning powers don't affect any nearby electronics. She has a fantasy of being swept away on a luxury cloud by a blue lightning man, even though, sadly, blue lightning people don't exist.
